The Democrat-led Senate voted 49-47 along party lines on Thursday to confirm civil rights lawyer Kalpana Kotagal, a partner at prominent plaintiffs' law firm Cohen Milstein Sellers & Toll, to a vacancy on the Equal Employment Opportunity Commission (EEOC).
