MANILA, Philippines —The Philippine National Police is shifting to a more preventive approach against crime with the approval of the the 2023 National Crime Prevention Program (NCPP) last May 2, PNP chief Gen. Benjamin Acorda Jr. said on Monday. President Ferdinand 'Bongbong' Marcos Jr. signed Memorandum Circular (MC) No. 19, which mandated all government agencies and local government units to support the NCPP and address criminality and ensure nationwide safety and security by 'adopting a whole-of-government approach.
