MANILA, Philippines — The El Niño phenomenon, which would likely start to affect the country this May, has a 41 percent chance of reaching a 'strong' level from November to January next year, according to the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa). Pagasa senior weather specialist Rusy Abastillas explained that although the probability for a weak to moderate El Niño in the next six months ranges from 87 to 67 percent, the agency is not ruling out the possibility that the phenomenon may intensify to a 'strong' level by the end of the year.
