MANILA, Philippines — Several domestic flights were canceled on Monday due to inclement weather caused by Typhoon Betty (International Name: Mawar). As of 11 a.m., the state weather bureau last spotted Betty 475 kilometers east of Calayan, Cagayan. It affects parts of Northern Luzon, with heavy rainfall forecast in the eastern portion of Babuyan Islands, the northeastern portion of mainland Cagayan, and Batanes.
