Mr. McKinney Jeffery Allen McKinney Jr. 30, of Rockdale passed away tragically, Friday, April 28, 2023. Graveside services will be at 1 p.m. Thursday, May 4, at I.O.O.F. Cemetery with Pastor Danny Mitchell officiating. The family will receive visitors, from 10 a.m. to 12-noon Thursday at Phillips & Luckey Funeral Home. Mr. McKinney was born in Seguin to Jeffrey McKinney Sr. and Arcilia Ruiz. He was preceded in death by his great- grandpa, JD Waldrum, and great-grandparents, Allen and Nadel Welling.
