THE Department of Science and Technology (DoST) will beef up its campaign to lure Filipino scientists working abroad through programs and grants that will help them and their host institutions.The Balik Scientist program was created under Presidential Decree 819 issued in 1975 to create more opportunities for Filipino scientists recruited by foreign institutions.It was strengthened through Republic Act 11035 or the "Balik Scientist Act," signed in June 2018, which gave the scientists competitive benefits such as daily subsistence allowance, health insurance and roundtrip airfare.
