Francis Tolentino, blue ribbon chairman, released the committee's findings and recommendation on Thursday, two days after the panel's probe was terminated.Tolentino said 14 of the 17 committee members signed Committee Report 354, with one member, Senate Minority Leader Aquilino "Koko" Pimentel 3rd, dissenting.
