This is because the campaign organizer, the World Wildlife Fund (WWF), was designated a 'foreign agent' in Russia by a decision of the Ministry of Justice on 10 March 2023. Earth Hour was started in 2007 in Sydney by the WWF and is now a global movement in which millions participate to demonstrate the need for greater action on climate change and energy.
