Picture: Ben Gross THE crucial masterplan for health care in the northern Mallee "will not be released" to the public, the Victorian Government has admitted. Visiting Mildura on Thursday, Health Minister Mary-Anne Thomas bluntly ruled out the release of a document believed to recommend the building of a new public hospital, even though her predecessor said early last year that the plan would deliver a "world-class" health facility to the region.
