The risk of incarceration for Black men in the United States was cut nearly in half between 1999 and 2019, according to a new study that assesses the impact of falling rates of imprisonment in each of the 50 states. Incarceration rates have dropped in every state and for every racial, ethnic and gender group (with the exception of white women) on the way to a 20% decline nationally since 2007.
