"When they first started restrictions, I was the only parent allowed, my wife didn't get to see Charlotte we had to choose one of us to be with her,' Ethan Byrne said.   Two-year-old Charlotte Byrne was diagnosed with holoprosencephaly, which is a disorder that affects brain development.  Her parents explained why the last round of restrictions was a nightmare for them. Ethan Byrne "They wouldn't let me leave the room to get food, or I would order a meal and it just wouldn't show up, it was kind of a nightmare so I hope they have things more figured out now,' Byrne said.
