MANILA, Philippines — The Department of Migrant Workers (DMW) on Tuesday waived the fee for the issuance of Overseas Employment Certificates (OEC) for rehires or 'balik-manggagawa.'  According to DMW, this directive under Memorandum No. 110 should be effective starting July 29. 'In the interest of the service and in accordance with the Department Circular No. 02, Series of 2023, the issuance of all forms of OEC for rehires or Balik-Manggagawa shall be free of charge effective July 29, 2023,' the memorandum reads.
