The plaintiff’s suit seeks to prohibit the city’s enforcement operations sweeping camps "until such time that it develops more appropriate community solutions to meet the needs and honors the civil rights of all Chico residents, including those who cannot afford shelter." Meanwhile the Chico City Council has voted in favor of soon rescinding the citywide shelter crisis declaration.
